You should keep the lead at 14" off centerline going upwind in all conditions. Reaching without the pole let them all the way down to open the slot. You can also let them down when the pole is up in strong wind to give a slightly better angle making it easier to trim the pole.

Jib car tracks, fore/aft adjustment, what does this do, and when is it used....

Basically the right position is found to make the jib trim properly and it's left alone. The jib should trim fairly tight along the foot, just before a horizontal wrinkle is formed, and the leech of the jib at the spreader should be 18" off the side of the mast. Put a piece of tape at that point.
