I have two settings for my Jib halyard. What I try to do is keep the jib as close to the deck as possible and still have room to adjust the jib downhaul. I like the tack to be about 15mm off the deck. So in strong wind I raise the jib a bit. I use the jib downhaul to affect tension on the luff. It is very important not to tension too much. It is actually a good idea to leave a few horizontal wrinkles in the luff to be sure you are not too tight.
